Behaviour support
What is Module 2A?
The supplementary module for providers whose workers implement behaviour support plans.
Module 2A — Implementing Behaviour Support Plans — is a supplementary module of the NDIS Practice Standards. It applies to providers whose workers implement a participant's behaviour support plan, particularly where the plan contains regulated restrictive practices.
Implementing, not writing
A behaviour support plan is written by an NDIS behaviour support practitioner. Module 2A is not about writing plans. It is about what your business does with a plan someone else wrote: training workers on it, following the strategies consistently, recording what happens, and giving the practitioner the information they need for review. Developing plans as the specialist practitioner is a different, separate area of regulation.
Regulated restrictive practices
A restrictive practice is anything that restricts the rights or freedom of movement of a person with disability. Five types are regulated:
- Seclusion — confining a person alone in a room or space they cannot leave
- Chemical restraint — medication used to influence behaviour, other than for a diagnosed condition
- Mechanical restraint — a device used to restrict movement, other than for therapeutic or safe transport purposes
- Physical restraint — using physical force to restrict movement
- Environmental restraint — restricting access to parts of a person's environment, such as locking a cupboard, fridge or door
Everyday things can be regulated restrictive practices without anyone intending them to be. That is why workers need to recognise them.
What Module 2A requires of you
- A written procedure for implementing plans
- Workers trained on the specific plan they implement, with the training recorded
- Records of every use of a regulated restrictive practice, including what less restrictive strategies were tried
- Evidence that each practice is authorised under your state or territory's process
- Monthly reporting of the use of regulated restrictive practices to the NDIS Quality and Safeguards Commission
- Notification of any unauthorised use as a reportable incident, within 5 business days
Your Initial Scope of Audit confirms whether Module 2A applies to you.
